Expanded Jurisdiction of Trial Courts

The jurisdiction of first-level courts was expanded through Republic Act No. 11576, amending the Batas Pambansa Blg. 129, otherwise known as "The Judiciary Reorganization Act of 1980", as amended.

In all civil actions which involve the title to, or possession of, real property, or any interest therein, the Regional Trial Courts shall exercise exclusive original jurisdiction if the assessed value exceeds P400,000.00 except when the action if for forcible entry or unlawful detainer. This is far from the then assessed value of P50,000.00 for cases within Metro Manila or P20,000.00 if the property is situated outside Metro Manila.


The Regional Trial Court shall also have exclusive original jurisdiction for the following:

  • all actions in admiralty and maritime jurisdiction where the demand or claims exceeds P2,000,000.00.
  • all matters of probate, both estate and intestate, where the gross value of the estate exceeds P2,000,000.00.
  • in all other cases in which the demand, exclusive of interest, damages of whatever kind, attorney's fees, litigation expenses and costs or the value of the property in controversy exceeds P2,000,000.00.

Prior to enactment of R.A. No. 11576, claims or demand in actions for admiralty and maritime, the gross value of the estate in all matters of probate or the value of property, or demand in all other cases must have exceeded the amount of P400,000.00 (within Metro Manila) or P300,000.00 (outside Metro Manila) to be cognizable before the Regional Trial Court.


Municipal Trial Courts, Metropolitan Trial Courts and Municipal Circuit Trial Courts shall exercise exclusive original jurisdiction for claims or demand in actions for admiralty and maritime, the gross value of the estate in all matters of probate or the value of property, and/or demand in all other cases if it is below the above-stated values.
